Dr. Cannonfodder is hopelessly cheap. He is obsessed with saving money and making more of it. He is a firm believer of quantity over quality. He gets a discount for buying in bulk. 

Dr. Cannonfodder’s weapon of choice are his Cannonbrawls. Cannonbrawls are small robots that can be fired from cannons to get the drop on his enemies. The robots are all identical, and they can weild a variety of weapons like muskets, pistols, and cutlasses. As Dr. Cannonfodder’s name implies, he seemingly has an endless supply of the little robots. His Cannonbrawls are notoriously fragile. They will fall apart from a stiff breeze, but it’s okay, there are plenty more to replace them. 

Though they are not truly endless. He budgets a certain number of waves for each heist, and if he loses too many Cannonbrawls, he will abandon the heist due to not being cost effective.  

The real question is “Why doesn’t he build bigger robots?” His excuse is always “Do you have any idea how much that would cost? You build one big expensive robot, and when it gets destroyed, what then? You are done! With a bunch of small robots, you never have to worry about running out robots or money!”
